Windows 2008 R2 Administrator access denied from console

Solution

Fault:
Domain Admins can not access files on local drive
File Properties box requires privilege elevation before permissions are displayed

Cause:
UAC causes Domain Admins to be treated as non-privileged users, even when they are members of the local Administrators group.  This will prevent access to local drives when the EVERYONE group is removed from the root ACL.

Resolution:
Edit Group Policy setting
Computer Config\Windows Settings\Security Settings\Local Policies\Security options
Run All Administrators in Admin Approval mode

Default: Enabled
Change: Disabled, to allow Admins access to local drives.

GPUpdate, Login or Reboot required for change to take effect
