Solution

(NOTE this method no longer works as of 22H2)

Get to the "Lets connect you to a network" page in the OOBE.

Press Shift, F10 (may need to press FN key) to open Command prompt.

Type into the Command prompt taskmgr

Find the "Network Connection Flow" background process and End Task.

Continue User set-up as normal.
